Carroll County Release Meanings
A Carroll County release means one agency ended its custody episode. It does not always mean the person walked into the community. The Carroll County Correctional Facility may process a court-ordered pretrial release, completion of a local sentence, or a transfer to IDOC, another county, the U.S. Marshals Service, or ICE. The final disposition and destination fields settle that question. The county publishes no named-person jail roster, so a missing web result has no value as proof.
State and federal records use their own terms. IDOC may show a person at a parole location after prison exit, while BOP may list a past release date and no current facility. Carroll County Release Record Fields
A county release record is usually a set of booking-management fields with related documents, not one statewide form. Ask for the last custody disposition rather than only the booking sheet. Admission data proves that custody began. The actual release date, time, authority, and destination show how it ended.

The court file adds pretrial conditions, judgment, sentence, jail credit, probation, revocation, dismissal, or discharge entries. A case marked closed does not itself establish when jail staff processed an exit. Sealed, expunged, juvenile, medical, security, and active-investigation material may be restricted.

The first 50 black-and-white letter or legal pages are free, and later pages may cost up to 15 cents each. No special local custody-copy fee was published. Carroll Court Release Evidence
Carroll County belongs to Illinois's Fifteenth Judicial Circuit. Its direct Judici criminal-case route can show the order that authorized pretrial release, a sentence, probation, revocation, dismissal, or satisfaction. FCI Thomson Release Records
FCI Thomson is a low-security BOP institution with an adjacent minimum-security camp at 1100 One Mile Road in Thomson. Its presence makes “Carroll County inmate” an ambiguous phrase. The federal institution is not operated by the Sheriff, and its releases never belong in a county jail feed.
BOP records may show release into the community, transfer to a residential reentry placement, or delivery under a detainer. “Not in BOP Custody” can coexist with another agency's custody. Match the federal register number and use the destination or detainer record before describing the event.
Carroll Release Transfers and Detainers
A disappearance from one custody system may be a handoff. A Sheriff disposition naming IDOC, USMS, another county, or ICE should send the search to that receiving body. Carroll Jail Size and Releases
The 2023 IDOC inspection describes two six-person east dormitories, two west blocks with four single cells each, two two-person rooms in the female block, and an observation room. The listed sleeping configuration totals 25 by arithmetic. That number is an inference from the layout, not an annual release count or current population.
The report also says renovation was in initial planning. It documents local operating context but gives no release hours, exit door, roster cadence, or recent-release archive. Those missing details should not be inferred from visitation rules.
Carroll County Release Facilities
The facility map separates a physical jail or prison from a statewide custody system. The Carroll County Correctional Facility is the Sheriff jail. IDOC facilities are statewide and none was identified inside Carroll County. FCI Thomson is physically local but federally operated.
