Carroll ICE Release Paths
ICE detention is federal civil immigration custody. It is separate from a Carroll County criminal case, IDOC state-prison custody, and BOP federal criminal imprisonment. The systems can still connect. A person may finish or leave local criminal custody and then be transferred under an immigration detainer. The Sheriff record can establish that local custody ended, while ICE records establish what happened next.

Search ICE Release Records

ICE Results and Limits
A result should be read only for the ICE episode it describes. ICE release does not itself rule out removal, transfer, another criminal hold, or a later custody event. A no-result is even less conclusive. It can reflect the 60-day cutoff, a minor’s record, an exclusion, exact-match error, data lag, or a person outside ICE custody.

Note: State “not found in ODLS at this time” instead of claiming that a no-result proves release.
Carroll Detainer Handoffs
A detainer can alter the meaning of a county-jail exit. Ask Carroll County Sheriff records for the actual release or custody-disposition date, release type, and receiving agency or destination. If the record says transfer to ICE, the person left the Carroll County Correctional Facility but did not thereby enter the community.
Check both ends of the handoff. The county record proves the originating event. ODLS or ICE records address the federal civil custody episode. Timing differences can occur because physical transfer and database updates are separate events. A court order in the criminal case may explain why county custody ended, but it does not certify the later immigration outcome.
Request ICE Release Records
For history beyond ODLS or detail not shown there, use the ICE FOIA portal. Identify the person with the A-number, full name, birth information, and approximate custody range when lawfully available. Ask for a focused set of existing custody and release or transfer records rather than a broad explanation.
A useful request can seek the releasable dates and locations of ICE custody, transfer, release method, and final disposition. Federal identity verification, consent, privacy, law-enforcement, and other exemptions may limit the response. Follow the portal’s current requirements and request segregable nonexempt portions. The response may take longer than a time-sensitive locator check, so use the help route for an urgent current-location question.

The jail website has no named-person roster or recent-release list. Therefore a missing web name proves nothing. The criminal docket may show the legal release or case event, but the jail record fixes physical processing. If ICE is named as receiver, move to ODLS promptly because its released-person visibility is time-limited.
Federal and ICE Differences
BOP and ICE are federal agencies, but their custody types and locators are different. BOP handles sentenced federal criminal custody and generally provides locator coverage from 1982 onward. ICE handles civil immigration custody and offers only a limited recent-release view in ODLS. USMS manages many federal pretrial prisoners. Searching one system does not search the others.
A person at FCI Thomson belongs in BOP records, not ODLS, unless a later ICE handoff is documented. A federal defendant in a local contract bed may belong to USMS. ICE Release Versus Removal
“Released from ICE custody” describes the end of a detention episode. It does not, by itself, explain whether the person entered the community, departed the United States, moved to another authority, or remained subject to immigration proceedings and conditions. ODLS is a locator, not a complete adjudication record.
Use the exact field shown and avoid adding a reason that the source does not provide. Immigration court or agency records may be needed for the legal case, while ICE custody records establish detention and disposition. The distinction mirrors the county rule: legal orders and physical custody events are related but separate evidence.
ICE Transfers Need Two Checks
The distinctive Carroll County issue is the possible handoff from a small county system into a federal one with no local ICE facility. A person can vanish from the first agency’s custody while remaining confined. BOP’s release form also distinguishes community release from detainer release, showing that this issue is not unique to ICE.
Write the timeline in two clauses: Carroll County recorded a transfer on one date, and ICE reported a custody or release status on another. If ODLS no longer displays the event, use ICE FOIA. If the county destination is vague, request the receiving-agency field rather than guessing.
ICE Identity Search Checks
ODLS relies on close identity matching. An A-number is stronger than name alone, but it must be entered as nine digits with leading zeros when required. Country of birth is part of that search. For the name route, use the exact legal spelling and birth details shown in a reliable source. Hyphens, multiple surnames, and order can affect a match.
When no result appears, try only supported spelling variants and confirm the identifier in an official record. Do not cycle through guesses and assign a result based on a similar name. Save the date of the search because the recent-release window moves each day. If identity remains uncertain, use the help line or the formal records process with the documents and authorization the agency requires.
ICE System Contact Scope
There is no Carroll County ICE facility address to publish. The correct public entry is ODLS, backed by the ICE help line and records portal. Do not send an ICE records question to FCI Thomson, IDOC, or the Carroll County Probation office. Those entities control different custody or supervision systems.
For a person who was never in ICE custody, return to the system shown by the case and disposition. County-only stays use Sheriff and court records. State commitments use IDOC. Federal criminal custody uses USMS, BOP, and the federal docket. Correct classification prevents a no-result in the wrong locator from being mistaken for release proof.
